This welcome by Te Kaihautu, Te Taiwhenua o Heretaunga, Marei Apatu is followed by several posted items that have been put together to disseminate information on the HBRC proposed TANK Plan Change 9 (TPC9).
TANK stands for the Tutaekuri, Ahuriri, Ngaruroro and Karamu waimaori and the plan also encompasses effects on their tributaries and the Heretaunga aquifer.
The posted items contain a number of videos that have been extracted from the content of webinars held by Te Taiwhenua o Heretaunga, Te Manaaki Taiao, and regional environmental experts, with Heretaunga Marae, hapū and whānau in the month of June 2020.
The webinar content has been divided into six postings with each containing links to the short videos and/ or sound bytes - the majority from about 3 to 9 minutes long depending on the amount of technical information requiring explanation in layman’s terms.
The posts give an overview or explanation about significant key concerns around the proposed TANK Plan Change 9 in order to inform Mana Whenua and encourage them to make submissions towards the regional plan.
The extended deadline date for submissions is Friday, 14th August 2020.
Te Manaaki Taiao and Te Taiwhenua o Heretaunga would like to invite you to a Hui-a-Iwi about the TANK Plan Change 9 proposal. Presentations will include key elements and issues identified through the six TANK PC9 webinars with Heretaunga Marae and hapū, plus TToH and Iwi draft submissions.

MAKING A SUBMISSION & MAKE YOUR VOICE COUNT
Making a submission on plan changes and other governmental work is one way of having your voice heard. Submissions are looked at, counted, and can help towards decision-making if enough are received. You can also tick the box requesting to talk to your submission and add value to your written points. . A submission can be made by and individual, a group or a collective and we ask that you consider making one for the proposed TANK Plan Change 9 as it is a long-term consequential plan for our district and region.
It may be that others will join your submission, or a roopu you belong to makes one on behalf of its members, or your marae agrees to be the umbrella organisation for hapū and whānau to collectively make a submission.

The measuring of the mauri of our wai and environment using tools developed through a mana Whenua cultural lens is crucial to halting the overuse and degradation of natural resources and reviving the health and wellbeing of Heretaunga hapū and whānau. As part of the TANK Plan Change 9 there are many areas important for the future of Heretaunga. The opportunity for mana whenua to have a voice in plans, policies, and regulations is spread across the governance, management and implementation of natural resources. Of high priority for mana whenua aspirations is the enhancement of water quality and quantity - for protection of taonga species and healthy natural ecosystems that help maintain the mauri of waimāori. However over-allocation of water take consents has affected all our waterways over time. The following videos offer some explanation around where/ how mana whenua could participate and have a voice and how TANK Plan Change 9 affects water quantity, allocation, and minimum flows.

TANK - SOCIAL IMPACT ASSESSMENT REPORT
This report was commissioned to investigate and report on what impacts the proposed TANK plan would have on mana whenua; marae, hapū, whānau and Heretaunga tangata culture overall.
